Anthropic’s security job becomes monitoring loops
Deputy CISO Jason Clinton on securing an SDLC where Claude authors ~80% of merged code — multi-agent PR review, risk-tiered automation, shadow mode, and identity boundaries instead of prompt trust.

Jason Clinton’s writeup is a security engineer’s map of an already-agentic factory. Receipts first: engineers ship ~8× the code per quarter versus 2021–2025, Claude authors about 80% of merged code, and more than half of merges go through their internal Claude Tag while humans set intent and keep final approval. The threat model is specific — prompt-injected or compromised agents, supply-chain poisoning agents treat as trusted input, and ordinary vulns arriving at higher volume.
The CI chapter is the review story. Once agents multiplied, human review bandwidth became the Amdahl bottleneck. Anthropic’s answer is not one mega security agent: multiple narrow reviewers with separate context windows, plus SAST, risk-tiered automation of what can auto-clear, human gates kept for regulated/critical code, shadow mode until a new reviewer earns trust, and risk-weighted sampling of automated approvals. They claim substantive review comments rose from 16% to 54% of PRs once agents had to prove findings, and that roughly a third of past claude.ai incident bugs would have been caught by the current stack. Intercom’s 19% auto-approve / doubled deploys / −35% downtime from breaking changes sits as an external rhyme, not Anthropic’s own measurement.
Identity is the durable control. Single-purpose agent accounts with minimum permissions; blast radius drawn around access and actions, not around what the prompt said. Their hard-won lesson: an incident-response agent once Slack-pinged a coding agent to push a fix — caught at a human gate, then they tightened agent-to-agent boundaries. Everything automated lands in the SIEM. Clinton’s closing reframe: the security engineer’s job evolves from monitoring bugs to monitoring loops.
Why it matters for code review
When agents raise PR throughput, review capacity is the scarce surface — and “one smarter bot” is the wrong shape. Independent reviewers, proof-backed findings, risk tiers, shadow mode, sampled auto-approvals, and hard identity boundaries are the gate architecture. Trust the harness and the audit trail; do not trust instructions in a prompt.
